It will provide external advice to the council and work with the new urban design panel. Similar forums sup- porting the business and rural sectors have already been set up. Technical experts and community and stake- holder representatives from across the region will sit on the panel that will aim to promote a more efficient integrated approach to managing Auckland s heritage. The forum s work will be reviewed in 12 months. Candidate takes to the street Human hoarding: Wayne Young says putting himself in the public eye every morning shows he would ''put in the hours'' as an Auckland councillor. Photo: MATT BOWEN By MATT BOWEN Toot and Wayne Young beams. The homeless Howick byelection candidate s chest lifts a little and he smiles at every morning commuter who makes the effort. Slung around his neck this chilly Tuesday is the slogan -- stop white collar crime . The sickness beneficiary can t afford hoardings or leaflets but every morning he s on the roadside campaigning with no money . I get up at 5am and make sure I m in position before the traffic starts, he says. It s usually pitch black. I vary my location around Howick but mostly where the big placards are. Of course, I can t afford those. It goes to show just how much money is being poured into campaigns and it cer- tainly emphasises the fact that you need a lot of money to be a councillor. Leaky building syndrome wrecked Mr Young. He went from owning a $280,000 Parnell apartment to a state of near destitution in the space of 10 years. The drawn-out ordeal also pushed him on to the sickness benefit. He trained as a fitter and turner and has no history in politics. He made bids for the supercity mayoralty and the Botany byelection and failed in both. If he wins the byelection he wants to strengthen building compliance to avoid another avalanche of leaky homes. Why else does he deserve your vote? Because I may be the only tradesman on the council that will represent the majority of Howick small businesses and workers or leaky home owners in a proper way. My platform is predom- inantly about law and order; I m disturbed about buying more guns for police while potential high-level white col- lar crime involving the legal system is simply dismissed, he says. Howick has had no vote or say for two months [on the Auckland Council] during which crucial decisions that directly affect the billions of dollars being borrowed, the resulting interest bills and our ever-increasing rates, have been made. The rates were supposed to be less because of the economy of scale -- this has not been the case. My Young is happy to talk with residents. Look for him from 6am to 10am on Ti Rakau Drive, just north of The Hub. Byelection polling closes at noon on May 27.
